海南省海口市是中國(guó)最具盛名的熱帶海濱旅游城市，新埠島位于海口市東北部，與瓊州海峽相臨，四面環(huán)水，呈島嶼形態(tài)，具有得天獨(dú)厚的發(fā)展優(yōu)勢(shì)。結(jié)合城市總體規(guī)劃，新埠島將建設(shè)成為具有亞熱帶濱海風(fēng)光的國(guó)際化旅游休閑海島新市鎮(zhèn)。
經(jīng)�？谑姓鷾�(zhǔn)，由�？谑幸�(guī)劃局、�？谑行虏簫u開(kāi)發(fā)建設(shè)總公司聯(lián)合舉辦“�？谑行虏簫u概念性詳細(xì)規(guī)劃設(shè)計(jì)”國(guó)際競(jìng)賽。從即日起向國(guó)內(nèi)外公開(kāi)發(fā)布開(kāi)展競(jìng)賽的公告，相關(guān)要求如下：
一、競(jìng)賽宗旨：
新埠島屬于�？诔鞘兄行膮^(qū)板塊，緊臨市區(qū)中心，其便利的交通和絕佳的自然景觀如一顆璀璨明珠鑲嵌在�？�。新埠島的開(kāi)發(fā)將最大限度的發(fā)揮�？诘穆糜钨Y源優(yōu)勢(shì)，帶動(dòng)�？诼糜螛I(yè)、城市建設(shè)和經(jīng)濟(jì)的發(fā)展，引領(lǐng)未來(lái)�？谑械穆糜伍_(kāi)發(fā)和城市建設(shè)的模式，充分展示城市形象，創(chuàng)造健康宜居的高品位生活。本次國(guó)際競(jìng)賽旨在通過(guò)對(duì)新埠島功能的進(jìn)一步明確、土地資源的合理配置、城市空間形態(tài)的塑造，構(gòu)筑國(guó)際化濱海旅游休閑新市鎮(zhèn)。
二、競(jìng)賽工作內(nèi)容：
本次國(guó)際競(jìng)賽工作內(nèi)容為：
新埠島總規(guī)劃面積約為8.7平方公里（其中陸域面積約為5.6平方公里，海域面積約為3.1平方公里），是�？谑兄行膬纱蠛u之一，也是�？谑兄行奈ㄒ徽w開(kāi)發(fā)的濱海用地，要求在整體島嶼范圍內(nèi)進(jìn)行概念性詳細(xì)規(guī)劃方案設(shè)計(jì)。
三、競(jìng)賽活動(dòng)期限：
計(jì)劃于2005年11月30日（北京時(shí)間，下同）在�？谑信e行“海口市新埠島概念性詳細(xì)規(guī)劃設(shè)計(jì)”國(guó)際競(jìng)賽技術(shù)文件發(fā)布及答疑會(huì)，并進(jìn)行現(xiàn)場(chǎng)踏勘。競(jìng)賽活動(dòng)工作期限計(jì)劃于2005年11月30日至2006年2月28日。
四、報(bào)名條件：
1、參加本次國(guó)際競(jìng)賽（中國(guó)）設(shè)計(jì)公司應(yīng)具備5年以上甲級(jí)設(shè)計(jì)資質(zhì)，（境外）設(shè)計(jì)公司應(yīng)具備當(dāng)?shù)氐韧脑O(shè)計(jì)資質(zhì)及年限，具備在國(guó)內(nèi)的規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)且設(shè)有設(shè)計(jì)分部、辦事處的境外企業(yè)優(yōu)先。
2、中國(guó)、境外設(shè)計(jì)公司要求規(guī)劃、建筑師及景觀設(shè)計(jì)師人在10人以上，其中主創(chuàng)規(guī)劃設(shè)計(jì)師及建筑設(shè)計(jì)師不少于3人，具備生態(tài)、節(jié)能、填海及交通等專業(yè)設(shè)計(jì)師優(yōu)先。
3、報(bào)名的設(shè)計(jì)公司應(yīng)具備一定規(guī)模的海濱旅游度假區(qū)及地產(chǎn)項(xiàng)目總體規(guī)劃經(jīng)驗(yàn)及相關(guān)規(guī)劃設(shè)計(jì)理論。
4、報(bào)名的設(shè)計(jì)公司應(yīng)具備新市鎮(zhèn)總體規(guī)劃及風(fēng)貌建筑的設(shè)計(jì)經(jīng)驗(yàn)，主要針對(duì)新建小鎮(zhèn)及衛(wèi)星城設(shè)計(jì)經(jīng)驗(yàn)實(shí)際案例工程，具備填海及水體保護(hù)設(shè)計(jì)經(jīng)驗(yàn)優(yōu)先。
五、評(píng)比方式及獎(jiǎng)勵(lì)辦法：
競(jìng)賽組委會(huì)將從報(bào)名單位中選擇7家具有濱海地區(qū)規(guī)劃設(shè)計(jì)經(jīng)驗(yàn)和相應(yīng)設(shè)計(jì)資質(zhì)的國(guó)內(nèi)外設(shè)計(jì)單位參加。對(duì)未選定的報(bào)名者，以信函（傳真、電子郵件等）方式告知選定結(jié)果。
參賽方案由競(jìng)賽評(píng)委會(huì)進(jìn)行評(píng)審。評(píng)委會(huì)由�？谑幸�(guī)劃局及�？谑行虏簫u開(kāi)發(fā)建設(shè)總公司、特邀技術(shù)專家組成。評(píng)委會(huì)將從參賽的有效方案中選出三個(gè)優(yōu)勝方案。每一有效參賽方案支付設(shè)計(jì)成本費(fèi)5萬(wàn)美元，每一優(yōu)勝方案另行獎(jiǎng)勵(lì)7萬(wàn)美元（以上費(fèi)用以美元或以當(dāng)日牌價(jià)折算人民幣進(jìn)行支付）。凡經(jīng)競(jìng)賽評(píng)委會(huì)審查確定為無(wú)效方案的將不支付設(shè)計(jì)費(fèi)用。修建性詳細(xì)規(guī)劃設(shè)計(jì)由業(yè)主單位與設(shè)計(jì)單位另行簽訂設(shè)計(jì)合同。
六、成果要求：
1、規(guī)劃設(shè)計(jì)說(shuō)明：包括設(shè)計(jì)目標(biāo)及設(shè)計(jì)原則、方案創(chuàng)意及構(gòu)思、功能布局及系統(tǒng)分析、填海及水體應(yīng)用技術(shù)、生態(tài)資源利用、總體規(guī)劃核心技術(shù)運(yùn)用說(shuō)明及示意圖等,要求觀點(diǎn)明確、理論清晰、論述充分，結(jié)論具有較強(qiáng)的指導(dǎo)意義。
2、圖紙內(nèi)容：
> 規(guī)劃方案總平面圖（彩色，CAD圖明確主干道路網(wǎng)體系、明確岸線位置
及島嶼形態(tài)及建筑布局功能區(qū)劃）
> 總體規(guī)劃用地指標(biāo)及技術(shù)經(jīng)濟(jì)指標(biāo)
> 系統(tǒng)分析圖若干（道路交通分析圖、水體及水域交通分析圖、景觀系統(tǒng)
分析圖、功能分區(qū)示意圖、公建及住宅布局分析圖、空間及視線分析圖及其他需表達(dá)設(shè)計(jì)意圖的分析圖）
> 堤岸設(shè)計(jì)意向圖
> 不同住宅類型典型組團(tuán)放大圖
> 典型公建主題區(qū)域的放大圖
> 啟動(dòng)區(qū)主要節(jié)點(diǎn)透視圖（不少于3張）
> 空間形態(tài)及建筑設(shè)計(jì)風(fēng)格示意圖片
> 分期開(kāi)發(fā)示意圖
> 相關(guān)能表達(dá)設(shè)計(jì)意圖的示意性圖片
> 相關(guān)案例對(duì)比分析研究
以上圖紙內(nèi)容需要一套完整的JPG格式文件及CAD電子文件，PowerPoint演示文檔及正式成果A3文本20冊(cè)。
3、規(guī)劃模型：整體規(guī)劃模型（涵蓋全部規(guī)劃范圍）
七、參賽報(bào)名方式：
參賽報(bào)名截止日期為2005年11月25日下午5時(shí)。報(bào)名單位報(bào)名時(shí)提交的材料應(yīng)包括單位報(bào)名表及單位設(shè)計(jì)組各專業(yè)領(lǐng)銜專家資質(zhì)和業(yè)績(jī)簡(jiǎn)介表（兩份表格均可在網(wǎng)上下載；專業(yè)領(lǐng)域必須包括城市規(guī)劃、城市設(shè)計(jì)、景觀設(shè)計(jì)、碼頭設(shè)計(jì)、環(huán)境保護(hù)、交通規(guī)劃等），可通過(guò)郵寄、傳真或電子郵件等形式報(bào)送。

International Competition announcement on "Conceptual Particular Planning and Design of Xinbu Island, Haikou City, Hainan province"
Haikou is a tropical seaside city with an excellent reputation in China. Xinbu Island is on the northeast of Haikou city, close to Qiongzhou Strait. It is gifted with many development advantages. Within the Haikou city plan Xinbu Island is expected top become a major hub for international tourism with a recreational resort with subtropical scenery.
The International competition for a " Conceptual Particular Planning and Design of Xinbu Island, Haikou City, Hainan province " is jointly sponsored by Haikou Municipal Planning Office and Haikou Xinbu Island Develop & Construction General Co. Ltd with the approval of the Government of Haikou City.
The competition is hereby launched from today and is open to frims with relevant expereince from China and abroad.
The conditions for competing firms are as follows:
1. Competition Objective
Xinbu Island is located in the central district of Haikou city, neighboring the center of Haikou city. The excellent natural landscape with convenient traffic access and water on three-sides makes the site a potentially excellent development location. The development of Xinbu Island will take full advantage of the tourist resources of Haikou, and will drive the development of Haikou tourism, urban construction and economic development. This international competition aims for the construction of a new town with recreation resort of international tourist standard through further confirm the function of Xinbu Island within Haikou city and logical utilization of land resources.
2. Working content
The planned development area for Xinbu island is 8.7 sq. km. (of which, the land area is about 5.6 sq. km; the sea area which avaialbale for reclaiming is about 3.1 sq. km. ), it is one of the two large islands in the center of Haikou City, and is the only land adjacent to the sea wholly available for development in the center of Haikou City.
The competing firm is required to design the conceptual and detailed plan for the whole Xinbu Island.
3. Competition period:
The release of the technical specifications and question and answer meeting for the competition is planned for November 30, 2005 (Beijing time, same below) in Haikou, where an on-the-spot survey will be possible. The competition will be open November 30, 2005 to February 28 , 2006.
4. Registration Requirement:
1) The Chinese design companies that will participate in the international competition should possess first level design qualifications of at least 5 years; Foreign design companies should possess the design qualification and service life that equate to the Chinese firm; the foreign companies that have planning and design experience in China with offices in China will enjoy priority.
2) Both Chinese and foreign design companies are required to have more than 10 personnel including Planners, Architects and landscape Architects, planners and Architects will be no less than 3 people. The professional designers with experience of environmental friendly, energy-conservation, land reclamation and traffic design will have priority to register.
3) The design companies should have certain large-scale design experience for seaside tourism city and have relevant planning design theories.
4) The design companies register for the competition should have experience of design fine-style architectures; especially for newly built small towns and have experience of design projects involving satellite towns of newly built cities. Those who also have experience in sea filling and ocean protection design will enjoy the priority.
5. Methods of appraisal and distribution of bonus:
The competition Judging Panel will choose seven domestic and international design firms from those submitted proposals that have experience of planning and designing of seashore developments and with corresponding design qualifications. Meanwhile, applicants have not been selected will be informed by letters (via fax and E-mail.)
The evaluating organization is comprised of the technical experts specially invited by Haikou Municipal Planning Office and Haikou Xinbu Island Development & Construction General Co. LTD; The Judging Panel will select three winning schemes from the entrants. USD 50,000 will be paid to firms qualified and registered the competition for their design costs. The winning design firm will be awarded extra USD 70,000. (The design cost will be paid in U.S. dollars or in RMB at the currency rate of the day). Those firms registered the competition but not be qualified will not obtain any design cost reimbursement. Detailed construction planning and design will be another separated contract between a design firm and the client that will be signed up later after competition.
6. Products Requirements:
1) Planning and design narration:
It will include design objectives and principles, conceiving scheme and idea, function overall arrangement and network analysis, sea filling and water body application technology, ecological utilization of resources, master plan key technology use proving and sketch map, etc., require the view to be clear, with clear theory, expounds the fact abundantly, the conclusion has stronger directive significance.
2) Drawing list:
> Master Plan (a colored plan with CAD-based layout of road network system, defined water front, the positions and function zoning, shape of island and overall arrangement of architectures)
> Comprehensive land use index and technical criteria
> A set of systematic analysis (Analysis of the roads/transportation, analysis of water body and water transportation, analysis of landscape system, analysis of function zones, distribution of public buildings and residential houses, analysis of space design, analysis of view corridors.)
> Bank area design illustrations
> Detailed design for different housing group with enlarged view
> Detailed design for specific theme area with enlarged view
> The perspective of major zones in start-up zone (At least 3)
> Illustrative images of space design and architectural style
> Illustrations of development phasing
> Relevant images that can express the design ideals
> Relevant cases analysis and research
> The all the listed drawings need a set of electronic JPG files and a set of CAD files, PowerPoint demonstration, and 20 volumes of the final product book in A3.
3) Models: Overall plan model (Cover the whole planning area)
7. Competition application methods:
The deadline for submitting competition applications is 5pm on November 25, 2005. The material submitted by firms should include the application form and a brief outline of the qualifications of the chief designer and the achievements of the firms' design group (Two forms can be downloaded from the website; the professional field must include urban planning, urban design, landscape design, port design, environmental protection, traffic planning, etc.). The application forms and supporting material can be submitted via post, fax or E-mail.
